[time-nuts] Leap second and local offset

Group,

I didn't do the research, but it seemed logical that the leap
happened once, at about 00:00 UTC. So I used NTP to log the
time around 6 PM CST, here in Minnesota at 90 deg latitude.

I did this manually, so I didn't get every second. By my watch,
which just counts seconds with no knowledge of political affairs,
no second was inserted, slowing the NTP time down. The log says
that the Leap bit is still set.

Can someone, who is not at a party, enlighten me?
