[time-nuts] FTS4060 C Field Time Constant

The Oncore VP - 8 channel - Version 10 software can kill the 1 PPS if it 
exceeds TRAIM.  I beleive the older 6 channel units at V8.4 and V8.6 
left 1 PPS on all the time.
