To the best of my knowledge, yes (for BVAs). OSA has other oscillators which
has SC but which isn't BVAs.

They have a sharpend variant using Palladium electrodes. They sold one of those
to NIST, but I don't think they have sold very many of them. Maybe this is the
8607 Option J, but I need to check.

Sadly enought, no BVAs in my rig. ;(
