I, personally would have expected the isotemp oscillators to perform better than
the HP signal generator.  The paper shows that measurements made with the
counter are too optimistic.

Do you have other really good oscillators you can measure such as a HP10811 and
also an Austron and perhaps a high-end Wenzel?  Maybe you could borrow these
just for measurements. I hate to say for sure that the Isotemps are so poor
until you use your same counter to measure other oscillators.
