[time-nuts] Symmetricom splitter delay

Last spring we measured a two-port and an eight port HP splitter using a
network analyzer.  It was hard to get really precise results, but the
best value we came up with was about 23 nanoseconds for the 2 port unit,
and 15 nanoseconds for the 8 port unit.  The delay was pretty consistent
across all the output ports.
