Actually, the Vasenaar Convention made all that a lot simpler.

Not that much simpler..
You still have the Basic List and Munitions list, and the terms on the list are vague enough that there's a lot of room for interpretation. Start fooling with software defined radios that do things like automatically identify the type of modulation, and you're right into dual-use territory.
