[time-nuts] Broken Zyfer GPSDO

I have a broken GPSDO that was removed from some cell tower surplus. It is most like a Zyfer nanosync but the part numbers don't match so it maybe a little different. It doesn't lock but after several days did catch this attached plot from the 10 Mhz port. Looks like it tries to lock but doesn't. Anyone fixed this problem before ?
