[time-nuts] Lifetime of Rb references

I've not found this to be a problem. I simply turn mine on 5 minutes
before I need it. If it was necessary to run it for weeks, I'd find a
way to use an OCXO or GPSDO instead. 

It's a bit different with the old-style Rb References such as the HP
5065A, which take longer to get going. Mine has been running more or
less continuously since 1978, and while other things have died along the
way, it hasn't run out of tube life yet.
