[time-nuts] Bulletin Board / Forum

I remember talk of a wiki a year ago or so.  I'm happy to host such a beast
but won't have time to be the sole admin.  I co-lo with
johncompanies.com(tripple redundant OC-48 lines in a peering center
-fast).
