My experience with an old phase-locked receiver was that the trim pot
for the PLL was way off. Tweaked it a bit, enough to break a film of
insulation, and the PLL started working. Wasn't the only problem, tho.

This is an OLD unit (<1970s). I have one. In your shoes, I'd check all the
axial electrolytic capacitors and Tantalums first thing. You might just
find it starts working.

BTW, I think Artek had a manual in progress.
