Hmm.  From here in Vancouver Canada, the name resolves to the same address,
pings fail, and the given URL gets me the web page.

Try using the top-level page address:
http://tf.nist.gov/phase/Properties/main.htm
(Looks like the whole set of pages is worth reading anyway).
