A friend of mine runs a compliance lab locally, many LED products in the flow these days.
He has tested some "random" samples purchased at walmart and such, and his comment was "No way in HELL would these pass".

Might be time for some consumer action.

What is causing that trash/EMI?  Switching power supplies?  PWM?

How much gets up to 1.4 GHz?  (GPS)
