How about this? Use the computer's analog input.
One channel gets the AC signal, filtered and sliced.
The other channel gets a monostable multivibrator
fed by the GPS 1PPS signal. The sampling rate could
be quite low compared to audio recording.
The software would implement a frequency counter
and phase recorder driven by a multibillion dollar
timebase. The computing power to do this would be
miniscule compared to the VLF monitoring
done by the omen.com server.
