Were you trying to communicate with the ASCII commands like
S<cr>

and

F = XXXXXXXX (cr)

or were you using the binary commands documented in 
http://www.wa6vhs.com/Test%20equipment/FREQUENCY%20STANDARDS/FE-5680A/5680%20TECH%20MANUAL.pdf


Seems to me that the units currently available on eBay only support the binary 
commands.
