I've pulled it apart and the board does show a connection to the EXT C-FIELD.  That trace runs to a jumper labeled A C B and currently C B is shunted.

Any particular Motorola oncore model required - I see a bunch of them on Ebay...

I'm not sure of the model number, Lucent had several variations on the same theme in that time frame. I had one of the rubidiums that may be the same as yours. Trying to trace out some of the circuits, I found that the EFC on the LPRO connector was not being used at all.
