  Hi Robert,

  Thanks for  the warning. The info on the receipts is  not  my credit
  card. It won't do anyone any good.

  Signed receipt is only required above $250.00. Below that,  proof of
  delivery is all that is needed. However, I recall it was  around $50
  to $60 for this package, which made it useless to try to return it.

  At the  time,  I  believed  VISA  would  go  to  bat  for  me.  As I
  discovered, they won't lift a finger, and they send  everything back
  to Paypal.

  As I have tried to point out, there are some vendors you  should not
  deal with, such as tool_nerd. They can send you junk. As  you state,
  you will likely end up writing everything off.

  We really need a list of vendors who are honest and  deliver quality
  products, and the others who are likely to screw you. Of  course, it
  would be nice to have documents to prove what happened,  but perhaps
  simple word-of-mouth information would still be useful to  help warn
  others.
