[time-nuts] FE5680A Corrupted EEPROM

It may either be flash or EEPROM, but it's all in the same chip. Skip told
me he has fixed a couple of FE5650 units that had the same issues by
reprogramming them without issues, so I think it is well worth a try on the
5680A.
