I don't have a cell phone to experiment with, but I do have a Raspberry Pi 
connected via WiFi.  Ping times are a bit over 3 ms.  That's after filtering 
out all the way-too-long ones that I assume are due to driver bugs/quirks.

Ping times to my laptop are mostly under 1 ms.

I guess it's time for me to get an Arduino so I can do this sort of 
experiment.  Anybody have a favorite package?  I need Ethernet and/or WiFi.
