[time-nuts] Phase meter for synchronizing osc's to GPSDO

As I recall right "VHF Communications" was the English version of the German "UKW-Berichte".
I have looked through my collection of the latter magazine back to 2010 and I could not find that paper in any of the UKW-Berichte issues.
