Yes, but you don't need many smarts to send a few bits to configure a PLL 

You can get low end microprocessors in 8 pin packages.  They don't even need 
an external clock or crystal, just a bypass cap.  If you are concerned about 
noise, they can go into deep sleep mode.  Most of them have really low power 
modes designed so that the battery for a chip can run close to shelf life.
