The simple answer to the question is that over a reasonably long time period, the GPSDO is right. (assuming it’s a good GPSDO)

How long “reasonably long” is depends a bit on various issues. Measure change on 1 pps outputs over a 24 hour period and you are likely well past any of the issues you are likely to run into.
