If you are after low noise accurate frequency, there are some advantages to a frequency
lock setup over a PLL. A number of folks have done FLL GPSDO’s. They do show up on
eBay. 

The gotcha is that you only rarely see anything that tells you if the box you have is PLL
or FLL. It is a good bet that the “cell phone” (and other network targeted) GPSDO’s are
indeed PLL. Past that …. you never really know.

You can have an accurate PPS on a FLL unit. It normally will not be aligned to an edge
on the 10 MHz output. (It cant work that way with a FLL ….).
