Hi:

I've received a letter from the navigation office of the USCG that's a notice 
intent to conduct a PEIS in accordance with:
National Environmental Policy Act of 1969 and,
Dept of Homeland Security Management Directive 5100.1 and,
USCG Commandant's Instruction M1475.1D (related to Environmental Impacts).
